I observe in the Macao Gazette of December 24th., that Regulations for the control of the trade in Morphia are published..
It appears from these rules that (as in Hongkong) the import of the drug for re-export will in future be prohibited to any country which prohibits importation. Since all neighbouring countries have in point of fact prohibited the import, the result will be that importation into Macao for re-export will cease. Up to the present time importers of Morphia in this Colony who hold a licence
for export have only been able to export to Macao (since all other countries are prohibited), This export (to liacao) should now cease
since after reaching Macao it can only be an embarrassment to Your Excellency's Government and intended for smuggling contrary to the valuable regulations which you have promulgated. I have the honour be therefore to enquire whether Your Excellency is prepared to prohibit the import of Morphia from Hongkong to Macao, except for medicinal
purposes under an order signed by a responsible Officer of your
Government or as you may otherwise direct, which will enable me at
once to take steps to restrict such export, and thus to assist your
Government in the high objects Your Excellency has in view.
